The Unfulfilled Promise of Information Management in the Government of Canada

At the 2011 Canadian Political Science Association conference David Brown presented an excellent paper: “The Unfulfilled Promise of Information Management in the Government of Canada.” Although the author’s permission is required for publication, the article can be circulated on a non-exclusive basis (and “on the understanding that it is definitely not the last word on the subject” – David). A more polished version of the same line of thinking is chapter 5 in his 2011 dissertation which was completed last September and is in the Carleton University Library (currently out to binding). It is called “Coming to terms with information and communications technologies : the role of the chief information officer of the government of Canada / David C. G. Brown.”
