Canadian Library Association 2013 Annual General Meeting

The 2013 Annual General Meeting will take place on Friday 31 May 2013 from 4:30-6:00pm at the Winnipeg Convention Centre.

Resolutions for CLA AGM

The CLA Executive Council, through the Resolutions Committee, is putting forward 1 resolution for consideration by members at the 2013 CLA Annual General Meeting.

Discussion of the proposed resolutions will take place at the Resolutions Hearing on Thursday 30 May, 5:00-6:00 pm in room 15 at the Winnipeg Convention Centre, Winnipeg, MB.

Members may submit resolutions for consideration at the 2013 AGM.

Members who are not attending the conference may vote by proxy.

CLA Elections 2013 – Call for Nominations

In any membership-based organization, all governance activities involve a balance of rights and obligations of the members. Elections are a prime example: members have the right to stand for elected positions, and the right to vote for candidates; they also have the obligation to put themselves forward as candidates when possible, and the obligation to exercise their vote. Good governance depends on active participation by all members.

We are seeking nominations for four (4) positions on the CLA Executive Council. The elected individuals will start their terms on 1 January 2014.

For the 2014 term we are seeking candidates for the following positions:

  • Vice-President/President-Elect (2014, becoming President for 2015)
  • Treasurer for a two year term (2014-2015)
  • Two Councillors-at-large for a two year term (2014-2015)

If you are interested in serving in one of these positions, please submit your name and a short statement to nominations@cla.ca. Nominations must be received no later than 3 May 2013.

Extracts from CLA Bylaws re: Executive Council

3.1 The Executive Council shall administer the affairs of the Association in accordance with its Constitution and Bylaws and with the policies of the Association. They may exercise all such powers of the Association as by the Corporations Act or by the Constitution and Bylaws are not required to be exercised by the members at general meetings. They shall have authority to enter into any legal or fiscal negotiations and transactions necessary to the affairs of the Association and may by resolution appoint such persons as they deem suitable to act on their behalf.

3.3 The President shall: preside at meetings of the Executive Council; with the Secretary of the Executive Council, or other officer appointed by the Executive Council for that purpose, certify all minutes and documents requiring certification; be an ex officio member of all units of the Association.

3.4 The Vice-President (President-Elect) shall: serve the first year after election as Vice-President, and the second year as President; in the absence or disability of the President perform and exercise the powers of the President; act as convenor of the Resolutions Committee; perform such other duties as may be assigned by the President.

3.5.1 The Treasurer shall: be responsible for the corporate funds and securities of the Association; account to the Executive Council and the membership for all financial transactions of the Association; act as convenor of the Finance Committee; perform such other duties as may be assigned by the President.

3.5.2 The term of office for the Treasurer shall be of two years duration. The Treasurer shall serve for one term or until their successors are elected or appointed. No person shall serve as Treasurer for consecutive terms.

3.6 Councillors-at-large shall serve for a term of two years, with terms to be rotated so that two Councillors-at-large shall be elected every second year and one Councillor-at-large elected in the intervening year. The Councillors-at-large shall serve for one term or until their successors are elected or appointed. No person shall serve as Councillor-at-large for consecutive terms.

Canadian Library Association Responds to 2013 Federal Budget

(Ottawa, April 2, 2013) – Last Thursday, the Federal Minister of Finance, the Honourable Jim Flaherty, presented the 2013 federal budget (Economic Action Plan 2013), entitled Jobs, Growth and Long-Term Prosperity. This budget lacks the drama of major spending reductions that marked the 2012 budget. The focus of the 2013 budget is on job creation and infrastructure, with particular attention to skilled trades and in-demand jobs.

The government remains in deficit, with an $18.7 billion shortfall projected this year, but maintains its commitment to balancing the budget by 2015-2016, in time for the next federal election.

In its written submission for the government’s pre-budget consultation, CLA called for re-investment in federal libraries including Library and Archives Canada, support for broadband connectivity, targeted policies to ensure that Canadians have both access to emerging and digital technology, a role for libraries in research and development, and support to national organizations for non-regulated professions to evaluate foreign-trained workers.

CLA is pleased to see a number of these issues addressed in the budget, including support for broadband and connectivity, and assessment and recognition of foreign qualifications (though it is unclear whether the expanded list will include any LIS-related occupations). We are also pleased that funding has been allocated to support library services to persons with print disabilities.

However, CLA would like to see increased government investment and clearer, more open communication regarding modernization strategies at Library and Archives Canada. CLA continues to be very concerned about the 2012 federal budget cuts to Library and Archives Canada and its subsequent capacity to fulfill its legislated mandate to preserve the documentary heritage and memory of Canada for the benefit of present and future generations, especially as it adapts to the realities of the digital environment. Additionally, CLA will continue to appeal for policies that enable Canadians to access and use digital technologies made available through the investment in broadband.

Key issues for libraries from the 2013 budget include:

Expanding Library Services for Blind and Partially Sighted Persons

  • To improve library services available to the print-disabled community, the budget proposes $3 million in 2013-14 to the Canadian National Institute for the Blind for a National Digital Hub.

Transforming the National Research Council and Supporting the Commercialization of Research

  • Budget 2013 proposes to provide $121 million over two years to invest in the National Research Council’s strategic focus to help the growth of innovative businesses in Canada. Additionally, $20 million is proposed over three years to help small and medium-sized enterprises access research and business development services at universities, colleges and other non-profit research institutions of their choice through a new pilot program to be delivered through the National Research Council’s Industrial Research Assistance Program (NRC-IRAP).

Community Improvement Fund / Building Canada Fund

  • Budget 2013 proposes the Community Improvement Fund with funding of $32.2 billion over 10 years, consisting of an indexed Gas Tax Fund and the incremental GST Rebate for Municipalities to offer stable, predictable funding to support community infrastructure projects. The list of eligible investment categories will be expanded and will include broadband and connectivity. The proposed Building Canada Fund will provide $14 billion over 10 years to support infrastructure projects of national, regional and local significance, which also includes connectivity and broadband.

Support for First Nations Infrastructure

  • Funding of $155 million over 10 years from the National Infrastructure Component of the new Building Canada Fund and funding from the Gas Tax Fund component of the Community Improvement Fund will also be allocated to the First Nations Infrastructure Fund, which highlights broadband connectivity as one of five priority areas.

Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications

  • Economic Action Plan 2013 announces the Government’s commitment to improving foreign credential recognition for additional target occupations under the Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications.

Canadian Library Association continues dialogue with Library and Archives Canada

At its meeting on 29 May, CLA Executive Council discussed its relationship with Library and Archives Canada, and potential actions in light of the recently announced budget cuts. Executive Council concluded that enhanced engagement with LAC management and with relevant federal Ministers and Members of Parliament is the best way for CLA to influence the impact of the budget reductions. By providing input from the library community regarding the impact of the  cuts on access to Canada’s documentary heritage, CLA supports LAC management in making informed choices about the changes they must make in light of their budget restrictions.

CLA’s relationship with LAC includes having invited Dr Daniel Caron, Deputy Head and Librarian and Archivist of Canada, to present the opening keynote address at the recent CLA National Conference in Ottawa.  While some members of the library community came away from the presentation feeling positive because they understood his vision for LAC, others came away feeling annoyed about the lack of consultation with libraries across the country and disappointed that the role of LAC’s Pan Canadian Documentary Heritage Network was not clearly explained.  His second session, a dialogue with CLA’s delegates, was well attended, and many voices were heard.

Some of our colleagues have taken different approaches to expressing their frustration with LAC. The archival community gathered on a trek to Ottawa with a mock funeral in front of the main public LAC building; the Association of Canadian Archivists has withdrawn its participation in the Pan Canadian Documentary Heritage Network; CAUT members have launched a SaveLAC campaign, and held a day of action and distributed black ribbons at the CLA conference.

CLA’s immediate response to the situation was to issue a press release on 2 May, expressing dismay at the cuts within LAC and at many departmental libraries within the federal government.  We sent a letter to James Moore, Minister of Canadian Heritage and Jim Flaherty, Minister of Finance, expressing concern about the negative impact of these cuts.

During the unprecedented “CLA on the Hill” day at our conference, 60 members held meetings with 63 different MPs, Senators, and key political staffers, and used the opportunity to draw attention to the cuts at LAC and other federal libraries.  One immediate impact of this effort was that the cuts were raised in the House of Commons by MP Dennis Bevington during the debate on 4 June on the library book rate.  CLA will continue our advocacy initiatives on this issue.

There are more concrete steps to be taken in the coming weeks.  CLA President Karen Adams and members of Executive Council are continuing discussions with Dr. Caron and LAC staff.  And we are developing a plan, in cooperation with other national, provincial and territorial associations, to determine the community’s expectations of LAC.  We will be seeking input from CLA members to gauge the anticipated impact of the LAC cuts to libraries across Canada.

CLA Executive Council is committed to the association’s role as the national voice for Canada’s library communities.  We will advocate for Library and Archives Canada to be adequately funded to fulfill its mandate and ensure that Canadians have access to the whole of our documentary heritage now and in the future.

News Release: Copyright, Library Book Rate and Community Access Program among Top Priorities for National Library Association

CLA Hosts National Conference and Trade Show in Nation’s Capital

OTTAWA, May 30, 2012 /CNW/ – The Canadian Library Association (CLA) is proud to be hosting its 67th National Conference and Trade Show in Ottawa this year at the brand new Convention Centre. The conference will provide a host of activities and special events for members of the library community. These include professional development sessions, networking opportunities, social media engagement, and delegate receptions, among others.

“We are very excited to host members of the library community from across the country in the nation’s capital,” said Karen Adams, CLA President. ”The conference will provide an opportunity to learn, share and drive the library and information community forward. Being in Ottawa this year means we can really put national advocacy into practice and meet with key parliamentarians to discuss issues that are critical for the Canadian library community.”

This afternoon, delegates will be meeting with Members of Parliament, Senators and key political staff to highlight the important role that libraries play in the lives of all Canadians. This evening CLA will also be hosting parliamentarians at its Opening Reception.

There are three critical issues that are currently impacting the library community. First, CLA continues to embrace copyright legislation as one of its key priorities, as Canadian libraries play a vital role in providing Canadians access to all forms of material. CLA continues to urge the federal government to implement a made-in-Canada copyright solution to ensure that the legislation ultimately succeeds in its objectives of being both balanced and technologically neutral.

Second, over one million Canadians are currently benefitting from the Library Book Rate, a Canada Post service that has, since 1939, provided a reduced rate for mailing library books between libraries and from libraries to their users. Members of the library community in all constituencies continue to be concerned about its sustainability, given that it is not currently financially supported by the federal government. CLA is urging the Government of Canada to support Bill C-321, a Private member’s Bill introduced by M.P. Merv Tweed (Brandon—Souris, Manitoba), which would protect the Library Book Rate.

Lastly, CLA believes that all Canadians, regardless of economic status or location, require the ability to access information and services through broadband connection to the Internet, along with access to the assistance they need to become digitally literate. For many Canadians, especially those in remote and rural locations, this access has been provided since 1994 by the Community Access Program (CAP) funded by Industry Canada. The entire library community is extremely concerned that funding for CAP has been cancelled, as announced on April 5th, 2012. With only 79% of Canadian households having an Internet connection, and 54% of households in the lowest income quartile, it is clear that community-based Internet access is essential to supplement home access.

“We are very much looking forward to meeting with key decision makers today,” said Kelly Moore, CLA Executive Director. ”As Canada’s largest national library association, one of our key roles is to be an advocate for libraries and library issues with the federal government, and we hope to engage in some very meaningful discussions surrounding these critical issues.”

Update on CLA Activities Regarding Library and Archives Canada

At its meeting today, the Canadian Library Association (CLA) Executive Council discussed issues related to recent cuts to Library and Archives Canada (LAC) and appropriate action to be taken by CLA.

Executive Council continues to encourage dialogue with LAC, and will work towards finding innovative solutions with LAC staff.

We continue to be dismayed by the government’s decision to reduce LAC’s funding.

We will engage relevant government officials and LAC management in conversations to gather more information about the anticipated implications of the cuts in order to prepare an informed and considered approach on behalf of the library community.
